The UAT or the user acceptance testing is an effective way of reducing if not totally eliminating change requests, and significantly reducing project costs. If your business does not practice user acceptance testing or does not apply a mature process of UAT, it is never too late to re-consider.

You may enjoy minimal savings by delaying testing efforts in the early stages of the application development, but the development costs are almost certainly bound to increase when defects are discovered later and you have to perform major changes in the application.
